I completely agree that it is possible that the valve is not the heaviest part..which is why in the truing stand we talk about letting it come to rest and placing the weight opposite that heavy spot, same in the product instructions. Having said that.. I've balance some 500+ wheels in the last few years across 4 brands and 6 ProTour teams as well as a few hundred others for customers at events and can't remember any of them needing weight more than one or two spoke zones away from opposite the valve. While there are variances within tires, these are not car tires, I don't think I've ever seen more than 1-2 grams of imbalance attributable to a high quality tire which is never enough to really offset even light/short valve stems. Similarly, bladder molded rims will hold resin in various nooks and crannies inside the rim which can add weight and change balance, but I've never seen this be more than a gram or two of excess resin anywhere in any high end rim, which is just not enough to offset the 4-6 additional plies of carbon/resin at the valve plus the valve stem and extender. Again, your wheels may and likely will vary which is why we say to let it settle and then add balance opposite.. some wheels like Campagnolo use counterbalance already, so may be heavier opposite the valve if you are using a light valve, etc.
