Hi Sasha,
They serve a dual purpose, firstly they are blow holes to prevent over heating during the welding process. Then when you’re riding your bike they allow the tubes to breathe internally and remove moisture. All manufacturers do this on alloy and steel frames, we’re not alone.

Интересно. Надо на своем проверить. Но я не помню, чтоб были дырки в раме на перьях.
